Who qualifies for FirstNet?  More than you may think.

Subscribers can include primary user and extended primary users. Primary users are public safety personnel whose primary mission and job is to provide services to the public in the areas of law enforcement, fire suppression and prevention, emergency medical services (EMS), emergency management and public safety communications (Public Safety Answering Points, or PSAPs, and dispatch).

Extended primary users are other entities that provide public safety services, and include individuals, agencies, organizations, non-profit or for-profit companies who are not primary users, but who may be called upon to support public safety personnel with the mitigation, remediation, overhaul, clean-up, restoration, or other such services that are required during the time of incident or post-incident. Extended primary users may be called on a temporary or on-going basis.


What is FirstNet?

The FirstNet mission is to deploy, operate, maintain, and improve the first high-speed, nationwide wireless broadband network dedicated to public safety. This reliable, highly secure, interoperable, and innovative public safety communications platform will bring 21st century tools to public safety agencies and first responders.

Due to communications challenges during the response to the 9/11 terrorist attacks, the 9/11 Commission recommended the establishment of a single, interoperable network for public safety. For years, public safety organizations lobbied Congress to make this recommendation a reality. Therefore, when Congress established the First Responder Network Authority (FirstNet) in 2012, it based its mission on public safety’s express concerns and desires.

To truly design the FirstNet network for public safety by public safety – a distinction that makes it unique in American telecommunications history – FirstNet continuously consults with local, state/territory, tribal and federal public safety agencies across the country.*


The FirstNet network is complemented by a suite of public-safety driven solutions that provide additional value to first responders driven by AT&T.

Nationwide Coverage

FirstNet wireless coverage will reach more than 99 percent of Americans, extending to 2.74 million square miles, covering 76.2 percent of the continental United States and the District of Columbia.  FirstNet will provide the same services, support, and capabilities that are provided on the mainland to public safety responders in Hawaii and Alaska. FirstNet service will also be provided on all five of the U.S. island territories.  FirstNet primary users will receive priority and preemption across the entire nationwide LTE network.

FirstNet users will also have access to on-demand deployable solutions, for-purchase deployable solutions, and satellite devices to conduct public safety operations where the terrestrial network does not reach today. We will provide public safety users with assurance of network access whenever they need it.

LTE/FirstNet COW (Private Cell on Wheels)

The FirstNet ARMZ trailer provides wireless service to the AT&T cell phones and other compatible communication devices within the coverage area. The trailer is connected to the AT&T cellular network through satellite service provided AT&T. This trailer power system is a fully enclosed structure that is climate controlled with plenty of additional room for customer response equipment and IT assets.

Service components include AT&T-provided management of HSPA base station equipment, trailer technical support and maintenance, optional service level agreements which are purchased separately from AT&T. Base stations support HSPA voice and data services and can serve up to 100 concurrent calls per base station.

With the AT&T Remote Mobility Zone trailer system, you can gain access to AT&T licensed spectrum within the continental United States and Hawaii & Alaska upon request. However, services are not available in U.S. counties where AT&T does not hold any licensed spectrum.
